No need to tell you what to start with and less point in showing a
picture of it
Select a horizonal edge and press "G" this will select edge rings
Now press "0" this will cut the edges into 10 sections
And press "C" to connect all the verts
We colapse the back edges to create a center
In the second image we have added an edge loop runing around
the hair and one deviding it back to our center

In this third image we have used tweek to round out verts at the
back and messed things up no make it look more natural
The 4th pic is the side view
The first in this next set shows the other side tweeked and a
beveled edge we then devide this edge as shown in the second
picture

#3 we have well kinda broken the rules. we have created flat, one
sided geometry. This was done carefully so not to break the structure.
Select an edge and press 2. This will allow you to pull out the edges due to it only having 1 side and wings not knowing which we have to foce it to know
This can be done by placing a devideing line down the center of the top side. in amage 4 you can see an example of how to shape it.
In this last set of images we have selected all the faces on the bottom and the front and intruded them by the default value of .03.
The image on the right is the finshed hair shaded
